Job Specifics
Duties Description The Director of Human Resources 3 is a key member of the agency executive team working closely with agency leadership, other program area executives, and staff and is responsible for directing all the personnel functions in accordance with the mission, vision, and values of the Division of Criminal Justice Services (DCJS). The Director manages initiatives to increase the overall effectiveness and efficiency of the operations of DCJS and the two agencies hosted by DCJS: the State Commission of Correction (SCOC) and the Office of Victim Services (OVS). The Director provides guidance to DCJS and hosted agency leaders, agency counsel, and other executives to ensure compliance with all applicable laws, policies, and regulations. The Director oversees the professional development unit; screening and selection of qualified candidates for open positions; data collection and reporting; and prepares the Human Resources Management budget. The Director implements and monitors human resource policies and procedures; ensures proper succession planning; and provides strategic human resource planning to attract, retain, and grow talent. The Director collaborates with the Director of Labor Relations on managing interactions among management, employees and labor unions; joins with the Diversity, Equity, Inclusion and Accessibility (DEIA) Unit to integrate DEIA into organizational culture and practices; and handles the daily operations of Human Resources Management.
Minimum Qualifications Permanent service in this title or one year of permanent competitive or 55-b/c service in a title at M-2 or higher and otherwise eligible for transfer under Civil Service Law.
Promotion: One year of service at M-1 or higher in human resources, workforce training, or labor relations title.
A permanent appointment pursuant to Section 52.7 of Civil Service Law may be possible if there are three or fewer current DCJS employees meeting the above promotional qualifications that are interested in this position.
