Duties Description Under the direction of the Park Manager 1, SG-18 at Sam’s Point within Minnewaska State Park Preserve, the Park Supervisor 1 is a working supervisor responsible for oversight of the day-to-day operations of the Visitor Center and land management of the area including: planning, directing and coordinating the operations, recreation activities and facilities; oversight of revenue collection, maintenance, safety, security, programming; and all other administrative and supervisory duties required to successfully operate the facility. The Park Supervisor serves as second-in-command of the facility and acts as first-in-command in the absence of the Park Manager 1. The selected candidate’s duties include, but are not limited to:
• Responsible for implementing policies and procedures developed by the Agency and Senior management, will assist in achieving the goals and visions of Minnewaska’s master plan.
• Inspects and maintain grounds/facilities to ensure a safe and attractive environment for patrons and employees. This includes, but is not limited to grass cutting and trimming, restroom maintenance, tree pruning and removal, brush removal, painting, carriage road repairs, etc.
• Regularly inspects and evaluates facilities to determine the need for routine or emergency maintenance or major capital improvements
• Responsible for ensuring snow and ice removal from various parking areas and walkways has been completed to an adequate standard to maintain patron safety.
• Assist in planning, prioritizing, and supervising projects to improve facility conditions and operations.
• Supervise permanent, temporary, and seasonal personnel.
• Supervise the collection and security of park revenue and ensures appropriate internal controls are in place. Ensures receipts are appropriately recorded and deposited to accounts.
• Assist in building and repairing carriage roads, park roads, parking lot repairs, paths, picnic tables, benches, and park equipment.
• Monitor inventory and make purchases for materials, tools, equipment, and supplies.
• Schedule and assign work, providing clear directions and guidelines. Inspects work to ensure it is completed within allotted time frames and in accordance with codes, regulations, and safety standards.
• Assist with development and implementation of preventative maintenance programs on a variety of power-driven mechanical equipment including trucks, tractors, mowers, chainsaws, and other small engine equipment.
• This position plans, assigns, and assists with the completion of work projects, develops, and implements programs and services for the public, and performs various administrative duties.
• Responsible for coordinating weekend/holiday parking operations including oversight of reservation system
• Coordinate logistical aspects of routine programs, recreation activities and special events, including security, admissions, transportation, traffic flow, and cleanup.
• Respond to and works with community groups and organizations regarding facility use requests.
• Receive, investigate, and respond to patron and employee complaints keeping manager apprised.
• Implement and coordinate emergency preparedness and response procedures for patrons and employees.
• Operate equipment effectively, safely and efficiently and oversees that correct maintenance practices are conducted during park carriage road restoration work. May operate machinery such as trucks, chainsaws, tractors, etc.
• Review maintenance requests and assesses materials, equipment, and labor requirements.
• The park supervisor will be responsible for assignments and inspections of daily tasks to subordinate permanent and seasonal staff. They may be required to demonstrate appropriate work techniques and assist staff in completing projects. They perform, and instruct others in the performance of, the most difficult operations and maintenance assignments.
• Position may require working in inclement weather.
• Communicate effectively with other staff and park patrons in a responsible and courteous manner.
• Assist in other areas of park operations as needed.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1. three years of experience* in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

Or 2. an associate's or higher level degree or 60 college semester credit hours*** AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*

*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable on the Park Supervisor 1 open-competitive or transition eligible list.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Supervisor 1; if you have less than one year, you must be reachable on the current Park Supervisor 1 eligible list for this location.

70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Park Manager 1, SG 18. Only this title is eligible for 70.1 transfer.

55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.

Additional Comments OPERATIONAL NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must have the ability to operate a chainsaw and must complete OPRHP sawyer training or equivalent within the probationary period and maintain it as a term and condition of employment. This training will be provided by OPRHP.
• Must be willing to work holiday, weekend, and occasional evening shifts as required.
