Duties Description The State University of New York (SUNY) System Administration Budget Office seeks a Senior Fiscal Analyst to serve within the Program Budget and Support Division of the SUNY Budget Office. The State University of New York is the largest comprehensive public university system in the nation, consisting of nearly 400,000 students on 64 campuses, including 30 Community Colleges, 29 State-operated institutions, five statutory colleges at Cornell and Alfred Ceramics, and three academic medical centers.

The Senior Fiscal Analyst for Program Budget and Support will work directly with the budget and finance leads of the various programs and activities managed by System Administration to produce standardized, efficient, and reliable financial plans for these programs. Programs and activities included but are not limited to, the Educational Opportunity Program (EOP), Educational Opportunity Centers (EOC), Small Business Development Centers (SBDC), and external engagements such as large-scale sub-allocations from the State Education Department (Master Teachers Program), and Workforce Development Funds, or one-time / limited time engagements made possible by other State grants. The Program Budget and Support Division will also interface and engage with pertinent expenses or in Dormitory Planning for State-operated Campuses and Capital Facilities operations outside of real estate transactions, and other long-term planning activities. Additionally, the successful candidate will assist with ensuring adherence to State laws, SUNY regulations, as well as State and SUNY initiatives.

The incumbent will report directly to the University Budget Director, supervise the Fiscal Analyst for Program Budget and Support, and work with the entirety of the System Administration Budget Office to meet the budgetary and financial needs of the SUNY System. In addition, the position will be expected to work closely with other offices within SUNY System Administration to prepare and effectuate budgetary requests, meet reporting requirements, and respond to ad hoc questions from campuses, Senior Leadership, Board of Trustees, and outside entities.

The Senior Fiscal Analyst for Program Budget and Support, will be responsible for:

- Supervising the Fiscal Analyst for Program Budget and Support.
- Working with other entities within System Administration to effectively implement the successful operations of various programs and initiatives to better serve SUNY students, including reviewing and analyzing a portfolio of University-wide and System-wide program's budgetary submissions on both a cash and allocation basis.
- Managing existing, and creating new, reports to support ongoing monitoring efforts and ad hoc data requests.
- Reviewing, analyzing, and summarizing annual legislative bills and other documentation to inform the strategic direction of System Administration and the SUNY System.
- Providing guidance to University-wide and System-wide program's representatives on State law and SUNY policy and regulations in budgetary and fiscal areas.
- Assisting with presentations on complex fiscal issues to audiences that may, or may not, have a fiscal background.
- Ensuring adherence to, and promotion of, high standards of ethical conduct, compliance with all applicable laws and regulations, and appropriate financial oversight and controls.
- Other duties as assigned.

Minimum Qualifications - Bachelor's degree required.
- Three to five years of budgeting or financial responsibility preferred.
- Data collection, manipulation, and analytical skills are required.
- Proficiency with Microsoft Excel.
- Strong verbal and written communication skills.

Additional Comments Salary is dependent on a variety of factors, including but not limited to, experience, education, training, and certifications. The range for this position is $75,000 to $90,000 annually.

State Title: Associate for University Financial Analysis (Grade MP4) and is a Management Confidential position.
