Job Specifics
Duties Description This position is located in the Division of Operations, Bureau of Transportation Services. Duties include, but are not limited to:
• Manage Port vehicle repair facility, personnel, and equipment. Recommend changes to shop operating procedures and/or equipment to improve work performance. Reconcile monthly statements for shop purchases and vendor repairs.
• Oversee the Vehicle Dispatch function that is responsible for maximizing the use of the vehicle pool in support of Central Office staff.
• Assign repair jobs to staff based upon employee skill level, maintenance and repair schedules, and work priorities. Provide assistance and guidance to staff through verbal and written instruction, and by demonstration of proper repair methods (if required).
• Coordinate with DEC managers, as needed, to schedule repairs, needed maintenance, and other shop activities to insure effective utilization of staff and equipment to complete work according to schedule.
• Communicate with supervisor and other Bureau staff to inform them of shop status, issues, and various concerns as deemed appropriate.
• As required, work with contract vendors to insure that all repairs are completed to NYS DEC standards and satisfaction. Provide repair approvals for work over threshold amounts.
• Reconcile paperwork once repairs are complete and ensures that repair information is properly entered into the MMS repair order module.
• Monitor customer complaints, as needed, in an effort to resolve them.
• May be required to operate heavy equipment as needed.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotion:
You must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Service & Repair Mechanic (Motor Equipment), Motor Equipment Mechanic or Construction Equipment Mechanic.
Open Competitive:
One year of experience supervising staff engaged in the maintenance, overhaul, and repair of gasoline and/or diesel-powered motor equipment, including passenger vehicles, construction and heavy equipment, freight and other commercial cargo vehicles, self-propelled off-road equipment, and non-self-propelled motor equipment.
Candidates may also be eligible via the following:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement - Previously held the title on a permanent competitive basis.
or
Transfer Eligible- One year of permanent competitive service at Salary Grade 12 or higher and eligible for transfer under Section 70.1 of Civil Service Law.
Must have a DMV issued Inspection License for light duty vehicles. Heavy vehicle preferred but not required.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overtime may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
