Duties Description 1.Provide direction and guidance to the Region 8 Fisheries Program. This involves supervising a unit currently composed of Biologists, permanent Fish and Wildlife technicians and seasonal Fish and Wildlife Technicians. The manager prepares work plans, budgets and reports necessary to meet program goals and deadlines. Coordinates closely with Administrative Specialist on seasonal hiring/spending plan and all other staff hiring processes.
2.Develop and maintain liaison with cooperating agencies and other programs within the Department to carry out the objectives of the Fisheries Program. Maintain through periodic contacts, a good working relationship with USFWS, PRISMs, Soil & Water Conservation Districts, Cornell Cooperative Extension, county governments, Fish & Wildlife Management Board, and other DEC Region 8 program units.
3.Supervise staff in a manner that makes optimum use of existing skills and assist them in improving their level of knowledge and abilities. Ensure staff complete mandatory training, and other appropriate training as available. Periodically meet with staff, individually and collectively, to discuss work priorities and assignments. Assign work in an effective and objective manner. Make responsibilities clear to staff, holding them appropriately accountable through timely and constructive employee evaluations.
4.Coordinate procurement of equipment and resources necessary for regional unit to carry out program goals. Ensure the proper use, maintenance and security of assigned equipment, vehicles and other resources, ensuring that equipment use policies are followed. Maintain files to be consistent with the document retention and FOIL policies.
5.Provide input and review of state and national policies and programs as they relate to fishery resources and their uses. Initiate comments and respond to requested review of issues as they relate to management of fishery resources. Attend committee meetings and participate as requested.
6.Coordinate ongoing acquisition and management activities for Region 8 Fishing and Boating Access sites.
7.Conduct fisheries management instruction and promotion via attendance at meetings, telephone conversations, and written correspondence.
8.Maintain a broad understanding of the full breadth of the fishery management issues and work occurring in the region and communicate effectively to keep the NRS and other Regional and Division management apprised of issues, prepare briefings as necessary, and respond to inquiries in a timely fashion.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be able to lift and move objects up to 40 pounds.
Must have certification to operate motorized boats or personal watercrafts at time of appointment.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
