Duties Description Responsible for billing, collections and cashiering activities in the Patient Financial Services Department. Duties include: inpatient & outpatient hospital billing – submitting claims to insurance carriers; reconciling payments to contract, applying allowances; managing A/R and following-up on missed payments/outstanding claims; investigating denied claims for appeal/correction and resubmission; collecting patient payments, issuing receipts; helping patients develop payment plans; reconciling and posting payments; interacting with all involved parties in relation to billing and collections; reviewing, distributing, and/or responding to departmental mail and other correspondence; and other duties as assigned
Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent permanent status as an Office Assistant 2 Calculations.
NY HELPS: One year of experience where most work time is spent performing mathematical operations, and/or clerical activities related to mathematical operations.
Transfers: Current New York State employee with one or more years of permanent or contingent-permanent service as an Office Assistant 2, Grade 9, or one or more years of permanent or contingent-permanent service in a title at or above the Grade 7 level, and eligible for transfer under Section 70.1 of the Civil Service Law. Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year as an Office Assistant 1; or one year of permanent service in a

Preferred Qualifications: Strong attention to detail and comfortable multitasking in a fast-paced environment. Excellent written and verbal communication skills.
Additional Comments Full-time, provisional, permanent competitive, or permanent non-competitive appointment. Transfer candidates may be asked for their social security number to verify transfer eligibility.
This position is part of the NYS HELPS program. No examination is required.

The posted salary ($46,641 - $56,413) includes the $4000 of downstate adjustment. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
