Duties Description The Legal Aide in the Office of General Counsel will include but are not limited to the following:
• Legal research: Research case law, statutes, and other legal materials to help attorneys prepare for administrative actions/cases and conduct investigations.
• Document preparation: Draft and proofread correspondence, legal documents, and other reports.
• Case management: Organize case files, manage calendars, and coordinate communication between clients and attorneys.
• Hearing preparation: Organize exhibits, prepare evidence, and coordinate materials for hearings and/or settlement discussions.
• File management: Organize and maintain legal files and other legal documents.
• Data entry: enter information into databases and maintain records.
Minimum Qualifications MINIMUM QUALIFICATIONS:
This title is non-competitive. No examination is necessary. However, you must still meet the Minimum Qualifications of the position.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
The minimum qualifications for Non-Competitive appointment are:
Candidates must be currently enrolled as full-time students at a law school.
PROVISIONAL QUALIFICATIONS: Based on the results of the canvass of the current eligible list for the Legal Aide, the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the eligible exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Legal Aide.
52.7 NON-COMPETITIVE PROMOTION (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Legal Aide.
Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.
PREFERRED QUALIFICATIONS:
• Bachelor’s degree and successful completion of at least one year of study at an accredited law school
• Proficiency in legal research, including the use of Westlaw and/or LexisNexis
• Strong written skills communication
• Ability to stay organized and maintain files with attention to detail
• Strong time management skills
• Experience with data entry

Given the part-time nature of this position, there is flexibility in shift hours within the 9AM-5PM timeframe, Monday through Friday.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
