Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
The Senior Administrative Analyst, SG-18, will lead systems analysis and design initiatives supporting multiple agencies’ and/or ITS shared service. Specific duties will include, but are not limited to the following:
• Develops a work plan considering the objectives and the problems to be solved.
• Collects pertinent data through various means such as interviews, conferences, questionnaires, reports and on-site observations.
• Working closely with Business Systems Analysts, documents the current stakeholders, system and business processes, business flows, inputs and outputs for the functional business area to address the problems identified.
• Documents the revised stakeholders, revised business processes, revised flows, transformed or revised inputs and outputs to improve and address the organizational problem to meet objectives
• Prepares relevant analyses, such as cost/benefit analysis and systems analysis.
• Writes periodic progress and final reports of study containing findings and recommendations; may make oral presentations to agency officials and other concerned parties to answer questions regarding the project and its implementation.
• Identifies the problems or factors inhibiting the achievement of program goals and sets the objectives of the project.
• Prepares or directs the preparation of reports and other material necessary to implement the recommendations. –
• Performs duties in support of agency performance improvement initiatives such as planning and facilitating process improvement events; analyzing data and performance, preparing and presenting reports to agency management, and other State agencies interested in the status of performance initiatives.
• Compiles, tracks and analyzes performance measure data and provides information to agency management, other state agencies and entities.
• Analyzes the impact of legislative proposals or new initiatives on agency policies and procedures and makes recommendations for any necessary action

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Senior Administrative Analyst OR in a title SG-16 or above and eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Qualifications for Administrative Analyst Trainee, NS:
Open to NYS employees with one year of permanent competitive service as an Administrative Analyst Trainee, NS; OR in a title SG-11 or above and eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Candidates with at least one year of permanent competitive service in a title allocated to SG-11 or higher who have standing on the PCO eligible list, or who have a bachelor’s degree and are active on the PATT eligible list, may be eligible for transfer under the provisions of Section 70.4 of the Civil Service Law.


*For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications the various levels of the traineeship are:

Administrative Analyst Trainee 1:
A Bachelor’s or higher degree

Administrative Analyst Trainee 2:
A Bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

Senior Administrative Analyst:
A Bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
