Duties Description The Health Program Adminsitrator will perform initial reviews of project submissions/transfer notices for completeness, communicate with applicants regarding deficient submissions and ensure applications are assigned to appropriate review units. The HPA will assist applicants and potential applicants with submission and processing of applications and/or operating certificate questions through bureau electronic mailboxes and phone calls, monitor application/Notice review progress and follow up with applicants and review units as needed. The incumbent will provide information and assistance to Center staff regarding specific CON projects, create applicant correspondence at designated intervals in the review and recommendation process. The HPA will prepare draft exhibits for the PHHPC meetings, receive and proof HFIS Transaction Forms and supporting documentation from Regional Offices and perform data entry in HFIS to create or change information about the Operating Certificate, legal entity, or facility. In addition, the incumbent will also participate in HFIS software application revision project if applicable.
Minimum Qualifications Non-competitive NY HELPS: Bachelor's or higher degree.
Permanant Transfer Candidates - Current New York State Department of Health employee with permanent or contingent-permanent competitive status as a Health Program Administrator, Grade 18, OR a New York State employee with one year of permanent or contingent-permanent competitive service in a title eligible for transfer, via 52.6 or 70.1, to a Health Program Administrator, Grade 18.
Preferred Qualifications: Experience with the Certificate of Need (CON) or Health Facility Information System (HFIS)/DOH Operating Certificate system. Familiarity with the hospital, nursing home, home health care, and/or hospice operational laws or regulations. Excellent critical thinking, problem-solving and attention to detail, and the ability to synthesize information from a variety of sources. The ability to work independently with excellent organizational skills and use of tools to keep track of priorities and statuses of projects/items. Well-versed and/or comfortable with technology, especially ACCESS, MS Office, and MS Excel (required); and MS Teams and MS Lists as well as, excellent professional writing skills.
Additional Comments The Health Program Administrator title is part of the NY HELPS program. For the duration of the HELPS Program, this title may be filled via permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply. At the close of the HELPS program, employees hired under the HELPS Program will have their non-competitive employment status converted to competitive status. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
Depending on how the candidates qualifies, the positions could be filled as competitive or non-competitive.
This position is part of the NYS HELPS program. No examination is required.
