Duties Description Incumbents of these positions oversee a comprehensive education and training program for facility staff, including employees in community-based programs. Supervise training staff in developing and conducting education and training programs and in providing educational and career-related information to employees. Monitor training initiatives for compliance with mandated accreditation requirements.

PRIMARY DUTIES:
Duties and responsibilities for this position will include, but are not limited to:
• This position will cover the responsibilities for the Bernard Fineson DDSO and oversee training operations.
• Create training schedules to ensure compliance with all NYS, OER, & OPWDD mandates.
• Chairperson of the monthly Direct Support Development Council for Bernard Fineson DDSO.
• Oversee progression of all Direct Support Assistants currently serving probation and Developmental Assistant Trainees by reviewing evaluation reports.
• Manage the delivery of the New Employee Orientation Program and serve as an instructor.
• Ensure adherence to the Code of Conduct/Competencies.
• Oversee Statewide Learning Management System data entry to ensure compliance.
• Conduct supervisory training.
• Assist staff in completion of mandatory online trainings as requested.
• Assist in the delivery of PRAISE training.
• Supervise subordinate staff in the department.
• Informs employees of available educational and training opportunities.
• Maintains records/rosters of all training activities.
•
Participate on committees and workgroups such as Leadership, Workplace Violence Prevention, Labor Relations, Statewide Training Directors, Health & Safety, and Wellness.
• Support Region 6 training initiatives as needed.
• Provide support regionally when needed.
The preferred certifications of the position include the following:
• Attain certification as a PROMOTE Instructor Trainer
• Attain certification as a CPR Instructor with National Safety Council

Minimum Qualifications PROMOTIONAL QUALIFICATIONS: One year of permanent competitive or 55-b/55-c service as a Training Specialist 2 (Mental Hygiene).
OPEN COMPETITIVE MINIMUM QUALIFICATIONS: A bachelor's degree and four years of professional experience in the development, delivery, and management of staff development programs in a mental hygiene setting. One year of this experience must have been in a supervisory position in a setting providing services to individuals diagnosed with developmental disabilities, mental illness, or alcohol and substance abuse with responsibility for all or a major part of a comprehensive staff development program. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
70.1 TRANSFER QUALIFICATIONS: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

REASSIGNMENT QUALIFICATIONS: Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as an Associate Director Training 1 (Mental Hygiene).
Non-Competitive Promotion (NCP):
NOTE: If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
To qualify, you must be a current OPWDD employee and have one year of service as a Training Specialist 2 (Mental Hygiene).
Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 61 ($93,659) and Downstate Adjustment ($4,000. Downstate adjustment added to the job rate ($118,388).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
